On October 13th, as a pre-conference event to the Chapter Leaders Conference, 32 members of ASTD went to Capitol Hill to have a conversation with their member of Congress (and staff) about training. Most of our discussions centered on reauthorization of the Workforce Investment Act (WIA) and some of the items ASTD would like to see addressed in the new bill. We also highlighted other legislation we supported over the past year, like Section 127 of the IRS code extension. Some of our members were able to meet with their member of Congress directly, some met with staff and others met with lead committee staffs in the House and the Senate who are writing the new WIA bill. This is our largest group to Capitol Hill and many good connections and future initiatives are already in the works.

(From The State Journal) — Although the state’s manufacturing sector continues to lose jobs, Sen. Jay Rockefeller, D-W.Va., said the industry is not dead. Speaking at the Senate Committee on Commerce, Science and Transportation’s West Virginia Field Hearing on June 27, Rockefeller said young people don’t see a future in manufacturing, but technological advances make the field more appealing to them. He used the Toyota plant in Buffalo as an example. When the plant first located in the Putnam County town, it drew young employees from 40 of the state’s 55 counties. “These were young people from rural parts of West Virginia who just wanted to work,” Rockefeller said. “They heard about this plant and it just keeps expanding.” The plant currently employs more than 1,000 people. Despite the plant’s continued growth, Randall Moore, sub-district director of the United Steelworkers Union, AFL-CIO, said there is a shortage of skilled workers in the manufacturing sector and employers don’t want to take on the added responsibility of training potential workers. (From Miami Herald) — For the first time, U.S. troops would be required to enroll in a federal job-training program before they’re allowed to leave the military under a bill introduced in the Senate on Wednesday. Called the Hiring Heroes Act of 2011, it’s aimed at reducing an unemployment rate of 27 percent for veterans returning from the wars in Iraq and Afghanistan. “We are taking a huge step forward in rethinking the way we treat our men and women in uniform after they leave the military,” said Sen. Patty Murray, D-Wash., the chief sponsor of the bill. Too many returning troops are suffering from “the invisible wounds of war” and need more help finding jobs, said Murray, chairman of the Senate Veterans’ Affairs Committee. “We read about it in the skyrocketing suicide statistics, problems at home, substance abuse and even in the rising homelessness among our returning veterans,” she said at a news conference on the U.S. Capitol lawn. There’s no cost estimate for the bill, but Murray noted that in 2010, the Department of Defense paid out $500 million in unemployment benefits for Army veterans. Read more .

Ohio: Kasich, Gee will push aligning colleges, needed job skills (From the Columbus Dispatch) For about a month, Gov. John Kasich has bemoaned the 63,000 job vacancies in the state. That number, according to the state’s Department of Development, actually has climbed to about 80,000. In a joint news conference yesterday featuring Kasich and Ohio State University President E. Gordon Gee, the governor said he will call on Gee and others to help fill those jobs. Kasich said many of those vacancies exist because the state’s universities and community colleges are not producing enough workers with skills specific to the needs of Ohio companies. To combat this problem, Kasich promised to convene a meeting with Gee, University of Cincinnati President Greg Williams, Stark State College President John O’Donnell and representatives of companies such as Honda, Nationwide, Swagelok and Diebold. Instead, special training and skills are needed from most factory workers. U.S. Rep. On Tuesday, Donnelly visited Schafer Gear Works in South Bend, where he announced his plan to introduce legislation called the AMERICA Works Act. The acronym stands for American Manufacturing Efficiency and Retraining Investment Collaboration Achievement.
